Google Will Charge Android Smartphone Manufacturers For Pre-Installing Google Play Store

The European Commission fined Google last July and forced it to pay a total of 4,34 billion Euros for its dominant position in the market for its Android mobile operating system, as they forced smartphones manufacturers to include apps such as Chrome or Google Search. Also, according to the European Commission, the giant Internet company even paid some large mobile phones manufacturers to add these apps as default to their handsets. Now, Google is reportedly charging mobile manufacturers for Google Play Store.

Additionally, the European Commission gave Google 90 days to stop forcing manufacturers to include Google Chrome and Google Search on their mobile phones as mandatory for implementing the Google Play Store. The company also prevented the creation of Android forks, which the company argued would not be as stable as the original versions.

Now, as the period granted by EU ended, Google announced changes to comply with the European Commission’s requirements. The most significant difference is that the giant Internet company will now charge a fee to Android smartphones manufacturers for adding the Google Play Store as a default app.

Google’s decision would come in force on October 29th, across the European Economic Area, which affects the 28 EU members, plus Iceland, Liechtenstein, and Norway. Thus, the prices of smartphones might surge across the EU.

Thus, manufacturers such as Samsung or Huawei will have to pay for pre-installing the Google Play Store on devices sold across the European Union. In return, these smartphone manufacturers will not have to add Google Search or Google Chrome, although they will be able to do it for free if they want.

However, the European Commission paved the way to third-party pre-installed apps, allowing companies to deal with other Android developers for adding other Internet browsers and search engines than Google’s ones. For example, they could install browsers such as Microsoft Edge, Opera or Firefox, and they could even create their own Android forks with a more significant presence of apps developed by Microsoft, for example.

The smartphones manufacturers can now opt for other search engines, as well, such as Bing or DuckDuckGo. Until now, that was impossible because of the strong restrictions Google implemented for its Android OS.

The European Commission opened the international call for applications for the Blockchain Horizon Award, an award that encourages the development of social projects based on blockchain technology.

The call to participate is for startups, independent entrepreneurs, developers, researchers or anyone who shows interest in the potential of the platform. In total, 5 awards of 1 million EUR each will be given to the most innovative solutions that have a social impact, according to the European Commission.

“The challenge is to develop scalable, efficient and high-impact decentralized solutions to the challenges of social innovation. To this end, we seek to take advantage of blockchain technology,” the institution stated.

According to the European Commission, the potential to generate social change through the decentralization of processes, related to the challenges of local or global sustainability, has not yet been realized.

Decentralized solutions in the social area are based on innovations in different fields. The organization cites examples such as projects that are implemented to achieve fairer trade, better monetization of work, greater visibility of public spending, and greater transparency of administrative processes.

The plans to be displayed must be pioneering decentralized solutions that serve to meet the challenges of local and global sustainability. According to the institution, the proposals must demonstrate feasibility, information exchange, resources that respect privacy, high levels of transparency and more equitable distribution.

One of the essential requirements is that, while participants are free to commercially exploit applications or services based on the blockchain technology, their source code must be published under an open source license.

The final mission of this contest is to stimulate the application of blockchain technology in fields that go beyond the financial world, which translates into multidisciplinary approaches that seek to have a positive impact on modern society. The European Commission, headquartered in Brussels, Belgium, in the Berlaymont building, announced that the deadline for entering the Blockchain Horizon Award is April 2019.

European Commission Encourages EU Countries To Commit To Blockchain Technology

In the framework of Digital Day 2018, an event about the digital environment and the countries of the European Union, the Vice-president of the Digital Single Market project of the European Commission, Andrus Ansip, gave a speech in which he invited the EU countries to commit to the development of blockchain technology, as it has now become very popular and of daily use.

The opening speech, issued in Brussels, was disseminated through the official website of the European Commission on Tuesday.

Ansip began by pointing out the achievements of the Commission regarding digital environments and new technologies, as well as the possible future of the European Union in these areas and the approach in other important areas of the EU’s Digital Single Market.

“This year I will again ask the [EU] countries to commit themselves to the digital future and based on data from all over Europe, with a focus on Artificial Intelligence (AI), digital healthcare, and blockchain technologies,” said Andrus Ansip, the VP for the Digital Single Market of the European Commission.

Furthermore, blockchain technology is being used in almost every sector or area, from financial, health or data storage, to education or entertainment. Europe, in general, has demonstrated its intentions to adopt more and more the use of such technology, which is increasingly used and popular.

“I would like to see EU countries commit themselves in a similar way to blockchain technologies, which are now being withdrawn from the laboratory and are becoming mainstream. As with IA: we must take advantage of this new opportunity to innovate,” added Andrus Ansip.

Also, in the speech, special emphasis was placed on the health sector, because technology, including blockchain, can bring innovation, increase efficiency, and even promote a healthy life.

Essentially, Ansip believes that the digital economy, characterized by cryptocurrencies market and blockchain technologies, together with new legal frameworks will gain force so that a solid Digital Single Market is being built. The representative of the European Commission also said that Europe is a continent well positioned to fulfill a leadership role, especially in the areas of AI and blockchain technology.
